[arm-allstar] Link Radio ker chunking the repeater

Dave,

 Just a slight correction - it is hamvoip build not crompton build.

Usually when you have a situation of ping ponging it is the courtesy tones
talking back and forth to each other. Try -

nounkeyct=1

at one end or the other or both depending on what you want. This could be
the fix or in addition try Dave's comments.
