[arm-allstar] Turbo Mode

Steve,
If you see: cpuinfo_min_freq = 600 MHz ...then turbo mode is off. Even
with it off, the CPU will still burst to the max frequency (1200).
I use these coolers on the SoC chips and no other heatsinks:

...They're pricey but I've found them to get the job done. I have the
RPi3B's placed where a little air from the repeater PA fan hits them, too.
...Not a blast, just a very gentle breeze.
The highest core temp I've seen so far was 44C. ....And, that was with a
free-space cabinet temp of 106F. I'm sure the air off the heatsink was
HOT.
