[arm-allstar] Turbo Mode

I have a Pi 3b at a site where the commercial air conditioning has 
failed. The cpu_stats.sh is reporting the temperature in red. I'm trying 
to run:
[root at asterisk]# cpu_turbo.sh off

and I'm getting the reply:
"Turbo Mode set to OFF at next reboot"

But when it reboots, it still shows as in turbo mode:
cpuinfo_cur_freq = 1200 MHz.
cpuinfo_max_freq = 1200 MHz.
cpuinfo_min_freq = 600 MHz.

I'm just trying to keep it from burning up until the A/C gets fixed. 
What am I doing wrong that I cannot turn off turbo mode?
