[arm-allstar] rpt_extnodes not populating

Hi Jud,

A number of AllStar users have recently reported this recently, I'm not
sure why this is happening, it's not related to which distro you're
running. All HamVoIP users who have had this issued switched to the DNS
lookup method, which solved the problem.

I'm hopeful to have a DNS solution available for everyone, soon. Lots on 
the plate right now.
