[arm-allstar] Disconnect message

joe,

  If you are using the default parameters -  telemdefault=2 it should
announce both connectes and disconnects that you or anyone on the RF link
makes. telemdefault=2  mutes after about a minute of your local actions so
you may hear other connect/disconnect messages during that time.

Also if you are using duplex=0 telemetry is muted so you will not hear it
no matter what the default is.

telemdefault=0  - no mesaages
                   =1 - all message
                   =2 - only yours then mute.
