[arm-allstar] New IP address

Thanks Doug.  Not sure why this Pi moved from 192.168.1.11 to 10 but it
did. The .11 already has port forwarding and was working until I shut it
down a few months ago.  We have had power interruptions 2X when a town
truck driver thought taking down 4 poles while texting was fun.  My
generator did take over but afterwards had to reboot both my FIOS ONT &
router to get tv, dial tone & internet back This node will always be wired
to the network so that makes it easier.  Thanks again.  73's
