[arm-allstar] Allow only one connection possible?

One of Allstars advantages is the ability to multi-connect. It also can be
a disadvantage if someone abuses it. Allstar does not allow loops, that is
connecting to a node that is already connected either directly or through
any number of intermediate connections.

However there is no way to prevent someone from connecting to your node and
then another one you do not want connected. Education is best for that.
Users should be aware that there is a different courtesy tone when they are
connected somewhere verses connected to no one. Also it is good practice if
you are not sure if you  are connected somewhere to preceded a connect with
a *76 (disconnect all) If you have a problem child and none of this works
there is the blacklist. Of course you can turn-off all connections to a
node by just not port forwarding.

You can also control who can connect to your node with a whitelist but
again you have no control over who else they are connected to. There is no
way to turn off multi-connect. This would have to be controlled by
management (education) within the nodes you allow to connect.

I have a large hub and education does work although there is an occasional
screw-up. Echolink and now IRLP add to the mix also because while you can
limit or completely turn-off those modes but you can stop another Allstar
user from using them and connecting in.
