[arm-allstar] Time announce turns on after upgrade

What would be the proper way to disable Time announcements?

We are running duplex = 3 

Now, I’m just adding a couple of characters at the end of the file in  /use/local/sbin............ I bet this is not the correct way.

Each time I upgrade, the file path is corrected and the time announcements startup.
