[arm-allstar] Connect Permanent disconnects

Hello to the group,

I was curious if anyone has the problem with Permanent Connection when
connecting to a node and disconnects? I've been noticing that during the
last 2 updates that I connect to my own system with AllStar Nodes when I
used *7342121 to connect my hub when I look on Supermon to connect
permanent it is connected when I do a restart on my hub node or I do a
reboot on my hub it disconnects the 42121 when it was connected permanent.
