[arm-allstar] Missing rpt_extnodes file

Carlos,

 This is an on going problem with Allstar. I have help several people this
week with the same problem. The answer is to switch over to our DNS lookup
which will be rolled out to everyone very soon. I am sending the
instruction to do this to you directly in another email. This assumes you
are using the updated V1.5
image. The setup file will explain the simples steps to take. This not only
fixes the problem but also adds very quick node lookup to your server. If
you have more than one server add it to all.
