This is a bad idea. Two PL encoders running simultaneously is at minimum 
going to produce intermodulation products in the audible range. At 
worst, it will make decoding unreliable.

If the users want to hear the entire repeater tail, they can run carrier 
squelch. Just have one encoder that follows the receiver RX MUTE/RUS/COS.
