Bill,

 I looked at the service manual here -

and it looks like the PSPK line controls the audio out based on the PL. You
would have to do some research on the schematic and layout to find this but
on the board I would guess it is near the audio out IC U515. The PSPK line
is controlled by T523.

This is typical of how the RX is muted on these transceivers. They turn off
power to the audio out when not receiving thus reducing current draw.
