[arm-allstar] Pi 3b+ physical to logical USB map locking

Jack,
Did you just move the SD card over to the 3B+? I think you need to
follow the same process as you did on the prior board of bringing one
online at a time. Comment out the rxchannel line for everything but the
first and then bring them online one at a time uncommenting each rxchannel
and storing the setup as per the setup instructions. You may have to delete
the /etc/asterisk/simpleusb_tune_usb.conf file first as it has the old
mappings. Then do the setup one at a time.
