I've done something similar but have 2 nodes on the single RPi. One is 
tied to a UHF radio, the other to the HF. All of the DTMF is to the UHF 
node and responses using Localplay only come out on UHF. When I key my 
HT, yes the HF goes into TX mode, but the DTMFs don't go out over the 
air as they are muted.  I've written a C program to take the DTMFs and 
control the HF rig FROM THE UHF NODE.

The UHF side is full duplex, the HF is simplex.

Draw a block diagram and plot where the DTMFs go with this scheme and I 
think it will help you. The UHF node could be radioless as well.
