[arm-allstar] Play recording clip upon connection

Chris,

 This is technically possible but probably not practical. First if you
detected an incoming  connection you could send out an audio file BUT the
only way to do this is globally so everyone connected would hear it every
time someone connected. There is no way to direct a audio file telemetry to
a specific node.

In other services where you can only have one connection at a time this
would not be a problem but with a multi-connect system like Allstar sending
global audio is to be discouraged unless all are expecting it like sending
ARRL news, etc.

Another approach and I have experimented with this but it is hairy is to
use what is called in Asterisk "early audio"  This is done in the extension
file just before connection. This works somewhat but you only have maybe
5-7 seconds of audio before it times out. I did quite a few experiments
with it and finally realized it was too unstable to use regularly. In 5
seconds you could say something like "such and such hub, someplace,
somestate" if you talked fast.

So the answer is no there is no practical way to do this and certainly not
for very much audio.

The audio file you would send has the same requirements of any audio file
sent with Asterisk Allstar.
