[arm-allstar] Point to Point Allstar Link

Dear Doug,

I would like to link to a system in the USA, where I am a member, that does not have an Allstar node connected to it.  The control system on the other end needs to hear my DTMF tones, except *, for my local control.  I am willing to add an Allstar node at the other end, but need to pass all  16 - * to the other side.  The URI on the other end would connect to the Link port on their older control system.  Any ideas?
