[arm-allstar] Temp not saying "minus"

Hi Everyone,

For all the hamvoip users out there currently freezing your butts off
(LOL), I updated the weather.sh script in the hamvoip-misc-scripts
package, fixing the truncated minus-sign issue. You can install with admin
menu option #1.
