[arm-allstar] Phone Patch

My goal is to call from my mobile radio to my node radio and make a outside
phone call. I have often needed to call 911 or someone to help a stranded
motorist. I looked at the wiki and I'm not sure if I will be able to do
what I want. I'm unable to have port forwarding at home. I do have a remote
Pi in Alabama so I thought I might be able to connect to it and get a call
out.
