[arm-allstar] DTMF commands are not executed

Yoram,
There are two inputs - COS and CTCSS. They are labelled that way but
both are just inputs. This allows (usually repeater) users to select
between squelch derived COS and PL derived CTCSS. In a normal simplex mode
or even repeater where you just use PL we generally bring it in on the COS
line and set that appropriately in simpleusb-tune-menu. If you notice in
the simpleusb-tune-menu there are two selections for COS and CTCSS - this
corresponds to pins 8 and 7 on the DMK-URI.
If you use the 'v' option in simmpleusb-tune-menu you can see realtime the
states of these pins as well as PTT for troubleshooting.
