[arm-allstar] TX CTCSS Control Issue

Is anyone successfully using TXCTCSS control with a MAXTRAC/GM-300?
Here's the issue I'm having:
(NOTE: I am using an RA-42 interface. For troubleshooting, I have a DB-9
breakout board installed between the radio and the interface. This allows
me to open/close individual signal lines with a DIP switch.)
When the radio receives a signal, it responds properly (COS goes low and the
audio is sent out via Asterisk), but only when I have the TX PL Inhibit line
open (disconnected via the breakout board).
If I enable the TX PL control (via the DIP Switch on the breakout board) the
receiver will cycle on and off and you can see both the COS and TX PL
control lines pulsing.
I've swapped polarity of the TX PL controls discrete, but that didn't help.
If I open the TX PL Control DIP on the breakout board (or the COS DIP), I
can measure the signals on the Interface side of the breakout board and they
respond as they should.
With the radio disconnected from the interface, there is no interaction
between the COS and the TX PL control line.
Not sure why I'm seeing this interaction when connected to the interface.

My head hurts.
