Jim
Recently I set up 2 MSR2000's and used a URI with the Hamvoip and a Pi3.
not sure if this is your issue or not i encountered 2 things, one is that there where jumpers on the 4 wire audio card that i changed, and that if i read the deviation with the PL filter on in my service monitor, it would show about .7 kc low. with the pl filter off it was 5 kc. Also please check if you are in the 12.5 kc or the 25 kc mode.
the additional gain was not needed in either of these repeaters.
hopefully i was helpful.
Chris

Jim,
It sounds like you are not going to have enough drive with the FOB you are
using. If it is a DMK-URI here is an additional amplifier you can jumper in.
Connect pins 24-14 and pins 22-24 and take the output to the TX from pin
12
This connects 5V to the additional op-amp and puts it in circuit. This
should give you enough additional gain. If not you can disconnect the 24-14
connection and put up to 12V on pin 24.
There are other FOBS like the RA35 that would have the additional output
required.
