I'll second what Dog said...
I had a repeater controller - and a windows box there at the site to manipulate things. Once I bit the bullet and switched over to RasPi's I ditched the repeater controller AND the Windoze box and never looked back...
Once you figure it out - this little RasPi and Asterisk solution just blows the old Windoze/rack mount controller setup out of the water...
The only issue of the switch over, was a learning curve on my part and some custom cables...
Good luck! Come over the Asterisk side of doing things, eventually, you won't regret it!

I am not sure why you have the big dismay that Allstar is not a Windows
application. In reality that is a godsend. Linux is far superior and more
stable. It runs on a Raspbery Pi which could be run at your repeater site
in addition to what you have very easily. In fact Allstar is a repeater
controller. In reality you could get rid of the entire Windows thing there
and run your site on a Pi or a couple of Pi's! saving a lot of energy and
maintenance.
