[arm-allstar] Windows Version

I am not sure why you have the big dismay that Allstar is not a Windows
application. In reality that is a godsend. Linux is far superior and more
stable. It runs on a Raspbery Pi which could be run at your repeater site
in addition to what you have very easily. In fact Allstar is a repeater
controller. In reality you could get rid of the entire Windows thing there
and run your site on a Pi or a couple of Pi's! saving a lot of energy and
maintenance.
