[arm-allstar] AllStar Network Maintenance Announcement

Hi Everyone,

We got notice this morning that the AllStarLink admin crew have scheduled
a registration / node list server outage for upgrades and/or testing
overnight Saturday evening. The maintenance window is scheduled to start
at 12AM EDT (0400 UTC) Sunday morning, 08/12/2018. The projected downtime
will be about 2 hours.

During this downtime, your AllStar node registration attempts will likely 
fail, making connection attempts to other public AllStar nodes unreliable.
