I use this in my rpt.conf [functionsxxxxx] stanzas:

90=cop,34	  ; Local Telemetry Output Disable
91=cop,33	  ; Local Telemetry Output Enable
92=cop,35  	  ; Local Telemetry Output on Demand

Being an edit to rpt.config and a restart, I don't think so, but it would be
nice to be able to run it on smaller systems and turn it off when connected
to very large systems.
