[arm-allstar] Local Telemetry Questions

Doug,

Can the telemdefault be changed "on the fly" i.e. via cop command?

Being an edit to rpt.config and a restart, I don't think so, but it would
be nice to be able to run it on smaller systems and turn it off when
connected to very large systems.

Just a thought...
