Glenn,

The way the manager is configured by default is to only allow the
computer that supermon is running on to connect to the manager. The binaddr
by default is set to 127.0.0.1. If you are trying to connect to other
Allstar Pi servers  on your network the binaddr in the manager.conf on that
server must be 0.0.0.0.

Is this just not working on remote servers on your LAN or all including the
one supermon is running on?

I manage about 13 nodes locally and remote and this does work. You do not
need to mess with any permissions. You are using V1.5 and supermon 6+ ?

Also remember that this is port 5038 and if you have any firewalls that
would block that port it would not work. Of course this would not be the
case getting to the manager on the computer supermon is running on.

If you can't get it going a copy of your allmon.ini and manager.conf minus
passwords would be helpful.
