[arm-allstar] Error

Hi Steve,

That NOTICE is for information purposes and indicates the amount of 
elapsed time for one iteration of the main processing loop of the RPT 
thread. It's out of bounds because one iteration always needs to be under 
20 milliseconds; that number indicates 29ms.

I've found this condition happens occasionally/frequently during node
connects and disconnects. The reason this time is important is that, if
there is active audio on the node, anything over 20ms means there is
probably a brief audio click or drop out.

I'm in the process of refactoring this code, splitting the conference code, 
event timers and connect/disconnect signaling into separate threads. This 
is a big task, it's the core of app_rpt's operational code.
