[arm-allstar] Weather on hourly ID

I actually did just that. (copied from my old install). Still doesn't 
work. Are there any other associated files that are needed to make this 
function? The node I have gotten to work sends the info twice every hour 
, one right after the other..

The struggle is real.. :-).
