Your cron line should look like this -

00 0-23 * * * (source /usr/local/etc/allstar.env ; /usr/bin/nice -19
/usr/bin/perl /usr/local/sbin/saytime.pl 18954 $NODE1 > /dev/null)

This depends on the weather script - make sure it is working - use your zip

[root at Mobile-41139 ~]# weather.sh 18954
80F 26C / Partly Sunny
