[arm-allstar] Configure Allstar as a port on an existing controller

Thanks to all who replied, both on and off list.

The main Allstar configurations required for a link are duplex=0 and 
linktolink=yes in rpt.conf.  There may be other things needed that I'll 
have to sort out after I get some audio issues resolved.
