Thanks Mike and Doug...
Inspired me to dig a bit more and realized that my Comcast modem, despite telling it my internal router is in a DMZ, also seems to need some additional port-forwarding help... may be time to replace the Comcast device with something more generic and cable.
iaxrpt and WebTransceiver working here now... on to the other node...

Jim, based on another thread, I changed my bind address from 0.0.0.0 to 127..0.0.1 and my Zoiper would no longer connect. Regular inbound and outbound connections were OK. Zoiper would not complete its "registration" process. I went back to 0.0.0.0 and normalcy returned.
Maybe a clue for you.
