[arm-allstar] one way communication

Allstar uses iax not sip so the notorious sip problems would not be an
issue. While this could be triggered by an Internet issue we have seen this
on LAN connections also so that tends to rule that out. The problem seems
to be some rare scenario that stops communications within Allstar itself.
