[arm-allstar] remote receivers for repeater

[K6ECS Repeater]

I haven't been following AllStar as much as I used to since our internet
connection has so much flapping - brief interruptions - that end up
dropping the connection. But if he's using remote receivers what happened
to using RTCM's?
