[arm-allstar] Is there anything I can try, cellphone wifi hotspot, to help high jitter and dropped packets, during peak tower usage times?

Trying a different carrier or ISP is probably optimal, if possible.
The telephone portal still requires a solid IP/network connection back to
the nodes of interest. So, that probably will still suffer from packet
loss.
