[arm-allstar] time announcement during repeater ID

Kevin,

 While this would be doable it would also be very annoying. ID's play every
ten minutes and the idea is to make it as short as possible. In a simplex
node situation you would not be able to key up until the message is over.
For your own use maybe but for public consumption I don't think it would go
over very well. Have you looked at the tail message command? This would
work better to convey messages.
