[arm-allstar] time announcement during repeater ID

im not sure if this has ever been asked yet so i was wondering if you could
make it say the time in hours and mins every time it IDs just like if you
did the time *81 to say the time i know there's controllers out there that
do it just was wondering if allstar could if you wanted it
