[arm-allstar] "Permanent" Linking

I think ilink,13 is what your after (*78 by default in rpt.conf). We have a
small 3 site repeater system and had this issue as well, but after setting
this to ilink,13 vs. ilink,3 it appeared to aggressively reconnect to our
hub node if the link dropped for whatever reason.

I set a startup macro so that it connects to the hub node in the event the
Pi was rebooted or Asterisk restarted:

startup_macro = *51

[macro43723]
;Macro number = command string (ea command separated by space) -end with
HASH
1=*7328741#     ; connect NETDA hub (permalink)
