[arm-allstar] Another IMPORTANT update

Dave has put up another update today that fixes a couple of long standing
Allstar problems. One problem that has been particularly troublesome has
been the inaccuracy of the timers such as the ID timer, tx timout, rx
timeout, and many others. They were inconsistent and also inaccurate. That
has now been fixed and they are now very accurate! Users who have adjusted
their timers to compensate for these inconsistencies should go back to the
exact timings. Most timers are in milliseconds so as an example 3 minutes
would be 60*3*1000=180000. Going in the other direction using 300000 -
(300000/1000)/60=5 minutes.

Another feature lacking in Allstar that has often been a problem for users
needing to control systems other than Allstar using DTMF is the inability
to easily pass DTMF through to the network or the RF side on a duplex node.
A command called dtmf_dsp has been added to do this when needed. Most users
will NOT need to use this command.

dtmf_dsp=0    ; NO allstar command decoding, DTMF pass thru
dtmf_dsp=1    ; Normal Allstar DTMF decoding and muting - this is the
default
dtmf_dsp=2    ; BOTH normal Allstar DTMF decoding AND DTMF pass thru. No
muting

This command if needed is inserted in simpleusb.conf. Again most users will
NOT need to do anything as the default is the same as current operation.
While this method works fine it is considered a temporary fix for this
problem. A better approach has been explored and will probably be released
in a future update.

VERY IMPORTANT!  For this update you will have to restart Asterisk or
reboot in order for the changes to take effect but a change has been made
in the code that will negate that needing to be done in the future.

Use item 1 in the ADMIN menu to update and then item 13 to restart the
server. Note that this will probably disconnect any existing Allstar
connections.
