[arm-allstar] weather.sh update

Doug,

Did the rpt.conf file get wiped on this update?  I went into one of my
nodes to copy over some macros, one I used just last week and they are all
missing, looks like the original after install.

A & B commands are now defaulted and commented out.

It happened on 2 nodes so far.
