[arm-allstar] weather.sh update

The weather.sh script has been updated to display and also pass the
temperature in Celsius. Doing an update in the ADMIN menu will install it.

55F 13C / Cloudy

Both F and C are displayed when you run the weather.sh script directly but
the temperature that is saved is controlled by a variable in the file and
that temperature is what would be said when using saytime.pl  -

# Set this to "C" or "F" depending on your location

Temperature_mode="F"

As shown by default it is Fahrenheit.
