[arm-allstar] Disable DTMF muting?

This is not what I'm asking at all.

I'm not interested in DTMF regeneration or forwarding.

I want to know how to make the nodes pass the audio during DTMF key 
presses just like it passes voice.

No muting of the digits at all, ever.

Can this be done?
