[arm-allstar] Calling from radio to SIP phone

You need to setup sip in your Allstar server to connect to the phone and
use the extensions file via the autopatch function in Allstar to connect.
That is a very brief description of the process. I can go into more detail
but maybe others have done it and can chime in. SIP is not turned on by
default in Allstar as it is a security hole if you port forward and allow
it in. It is turned on in the modules,conf file.
