Hi Eric,

Are you hearing choppy audio coming from the afflicted node as well?

And, what is the RPi2/3 uptime and the Asterisk uptime? If you do a 
'dmesg' command from a shell prompt, do you see and errors related to USB?

I suspect some type of network connectivity issue, this is the most likely
culprit. But, a strong RF field very nearby or inadequate 5V DC power
supply could also be the cause--in this case, you'll likely be seeing
reboots or errors in the logs.

Another scenario to consider: when you say 2 ISP's, I assume you're not 
multi-homing this node (meaning simultaneous connectivity to both ISP's)?
If you are multi-homing, are you load balancing the IP traffic? 
(Asterisk/IAX2 won't like that!)
