[arm-allstar] Permanent link failing

My observations are as follows
2) the links may not be trying to reconnect as they think that they are connected. That is what i believe is happening.
3) allmon reports that they are connected as asterisk thinks it is connected.
this also happens on nodes at the same location thus no microwave just the HP switch.

You're essentially reporting three bugs:
1. Links fail
2. Permanent links do not automatically reconnect
3. Allmon shows an incorrect link status

Microwave link quality affects #1, and possibly #2 if it's a prolonged
issue. Being able to confirm "my data show the microwave links were
performing to spec the whole time" would really help with debugging
#1.
