[arm-allstar] Weather Conditions standalone script

I don't know if anyone had bothered to do this yet, but I had a need, so I
did it today.  

 

We all know the saytime.pl script can accept a zip code, airport code, or
WUnderground ID to call weather.sh script and include weather conditions.  I
wanted to split this into it's own script so I could tie it to a DTMF
command.  So, I made a copy of the saytime.pl script to become say_wx.pl,
and stripped out the time functions, so it only gives weather conditions.
If anyone is interested (assuming I didn't just reinvent the wheel) I'm
happy to put this script up onto my github page for anyone to use!
