[arm-allstar] Repeater PL

   Hi All

   Just discovered of late that my repeater doesn't have PL enabled.I am
using Doug's image version 1:5

   Settings​ were made in usbradio.conf to the following stanzas

Tx default 123.0
Rxctfreq 123.0
Txfreq 123.0
Rxoveride 0

     Was aware of the problem when someone came in on a different PL other
than the one indicated here.Didnt see anything in simpleusb to do the PL.

   Did follow the install proceedure to the letter when installed.Duplex 2
for repeater,etc.Whats amiss?
