[arm-allstar] V1.5 Update

Dave put out a minor update to fix a problem with slow updates in Echolink.
The code was changed such that when an echolink user first comes online and
tries to connect to an Alstar Echolink node the Allstar Echolink node does
an immediate update to ensure that there is return path data for that
connecting node. Prior to this it could have take up to 3 minutes to good
return path data.

Update using the ADMIN menu item #1.
