Sorry I let this post go for so long before clarifying. Yes, I'm aware of custom dtmf commands. I was asking about hardware controlled switches. If you have direct physical access to the node. 
I've seen scripts for other distros that can do this. I've seen a hat add on that can do what I'm looking for too. Unfortunately, when I followed the instructions for a debian or retropie distro, in writing the python script,  I failed because I didn't either know what I was doing, or couldn't get it hooked into the right thing,  on your distro, to make it work. 
Rarely, but sometimes, dtmf will not respond. I am looking for hardware solution for forced graceful shutdown and or reboot.
Like for my node, if I invoke *73node, it seems to refuse dtmf discos. I need a more forceful graceful shutdown. Some nodes are so active that trying to bust in with a dtmf disco, does nothing, time after time. I don't want to yank the power cord to the pi.

Dave,

 Yes that is correct. As long as you are not using something that is
already assigned. 55 would not work as it is a macro designator and would
try to run macro 5.  Use the 83x to 89x area if you don't want to use
something leading in A,B,C,D. BTW most all handhelds including Baofengs
have ABCD. On the Baofeng's it is the top row when you are transmitting.
