[arm-allstar] wlan static setup 1.5

Can I setup a static IP for my wlan?  I have a problem where the dhcp is
grabbing an IP that is in conflict. (both wired and wireless)

If I set a manual IP on wired, I can get on. This node is my planned
portable node, so I will only have wifi available.

(Or report on what IP is in conflict?)
